Rabbi Shmuel interpretes "chageinu" as "designated".

There is only one subject, New moon. To have two subjects there would be a "vav" used as "and".

Isaiah 1:13, 14 above, shows us that He is particular, crescent new moon is pagan, conjunction new moon is the "echad" the "unified" sun-moon-earth, ONE. "and on the echad (one-first) day of the moon" This phrase used repeatedly in Scripture is proof, that the first day of the moon, is the "echad" day, and not the next, or next, or even the next day after that.

The Holy Name Bible has "New-Moon" for 3677 (kesah).

The New Moon day is a unique day, it is the only day, and also the "extra" day in a 30 day moon, that stands outside of the weekly cycles of time.

The New Moon day has no light on the moon. The Spirit "hovered" on the New Moon day, before the creation of "Light".

He created "Light" on the first day of the weekly cycle.

Hence the New Moon Day before Creation Week started, was a "dark" conjunctive moon.  It seems natural that He would begin work on the 2nd day of the moon after the New Moon pause day which stands outside of the weekly cycle.

The 4th quarter Shabat is different from the first three that are half, full, half illuminations, as the 4th is but a sliver crescent moon, immediately preceeding the New Moon day-s.

John 9:4
4 I must work the works of Him that sent Me, while it is day: the night cometh, when no man can work.

The six working days, all have light.

The New Moon day has no light on the moon, while conjunctive. The 7th New Moon is commanded "no servile work"

Many times when Scriptures say "in the first day of the month" it is saying "in the echad day of the month. Echad means unity.   The following clip is from this link.

Chad/Echad means unity and is the picture of 2 becoming one. This happens when a man and woman come together and ‘know’ each other. This is connected with the new moon and the sun and moon coming together to become ‘one.’

Maimonides states that: “the new moon is defined as the ‘moment in which the sun and moon, in their uniform motion, become conjoined in a certain part of the sky, which occurs in the same way everywhere in different areas” (Sanctification of the New Moon, Bk 3, trtse. 8, p. 89, ch 6).

From an unused root apparently meaning to shake; the head (as most easily shaken), whether literally or figuratively (in many applications, of place, time, rank, etc.): - band, beginning, captain, chapiter, chief (-est place, man, things), company, end, X every [man], excellent, first, forefront, ([be-]) head, height, (on) high (-est part, [priest]), X lead, X poor, principal, ruler, sum, top.
